Take a number between 1 and 10 including 1 and excluding 10.  Multiply that number by 10ⁿ.  The value of n represents the number of places the decimal moved to make the actual number.  If negative, the decimal moves to the left n number of times.  If positive, the decimal moves to the right n number of times.

 

3200000 = 3.2 x 10⁶

 

0.00098 = 9.8 x 10^-4
