Ashley, this is very similar to your previous post.
You should review it and see how these are done.
If you use x mL of 10% solution, you use (100-x)mL of 40% solution
to end up with 100mL of 31% solution. Your equation is:
.1x + .4(100-x) = .31(100)
Solve for x to determine the amount of 10% solution.
Then 100-x will be the amount of 40% solution.
