First, it would be easiest to rewrite your equation in terms of S, the amount of sales. Do that by moving the -1.6 x to the other side.
S = 5.4 + 1.6x
The variable x represents the years after 1998. So in 1999, 1 year after, x = 1, and you would plug that into the equation:
S = 5.4 + 1.6 (1)
S = 7
