Since the slope of  y = 2x + 3 is m= 2
Any line with slope -1/2 will be perpendicular

y = (-1/2)x + b
b can be any number..

Examples of perpendicular lines:
y = (-1/2)x + 7
y = (-1/2)x -50
y = (-1/2)x - 2
