rubbing alcohol is sold as a 70% solution for external use only. what volume of pure rubbing alcohol is present in a 500 ml bottle

This is chem homework. I need to know how to do the problem so I can finish the rest of my assignment

Please clarify:
 
Is the solution 70% alcohol by volume, or is it 70% alcohol by mass?  If it is by volume, then the amount of pure alcohol present is
 
(0.70)(500 ml) = 350 ml
