if joe broker earned 3x as much in the 4th week of the month as he did in the other 3, what fraction did he earn in 4th week?

Actually, the question is somewhat ambiguous. Did Joe make 3x as much in the fourth week as in each of the other three weeks of the month, or did he make 3x as much in the fourth week as he did in the other three weeks combined. 
 
For example, if he earned $10 each in weeks 1, 2, and 3, and $30 in week 4, then he made a total of $60 for the four weeks, and he earned 1/2 of that in week 4 since 30/60 = 1/2
 
On the other hand, if he earned $90 combined in weeks 1-3, and earned $270 in week 4, then he earned $360 total for weeks 1-4 and 3/4 of that was earned in week 4 because 270/360 = 3/4

yes a bit ambiguous. Since 3/4 was one of the multiple choice answers your second scenario I assume is correct.
