r = x/t = (1/4 mile) / (1/6 hour) = 1.5 miles/hour

which is equivalent to
x = rt.
You can draw a graph of x versus t. Place x on the positive vertical axis, and label it as miles. Place t on the positive horizontal axis, and label it as hours. Draw a straight line starting at the point (0,0) going though (1/6, 1/4), and extend it past (1/6, 1/4). Note that the slope of that line is the same as the rate, which is 1.5 miles/hour. The result is a graphical model of the problem.
