I am confused on how to convert grams to kilograms in this problem and how it relates to the problem

So, 1 kg is the same as 1000 g.  Thus 15 kg is 15,000 g.  You have to convert kg to g, not g to kg.

So, total weight of collar and dog is 15,000 g + 200 g = 15,200 grams.
