I "googled" this question and saw 7 sites that attempted to answer. The most trenchant asked "What does your teacher want?" The phrase "multiplication facts can be added" is ambiguous (if not impossible since only number can be added).

That's why I add the question here because I didn't get the question... Is the answer for the first one like 7 x 3 and 21 x 1?

This question is TERRIBLE. IT'S PROBABLY THE RESULT OF SOME UNCOMMONLY BAD COMMON CORE material.
 
The best way to multiply 3 times 7 is to rely upon the learned multiplication table. (Anyone who denies this should be prohibited from entering the premises of a school.)
 
Another acceptable way is to add 7+7+7, if you insist, but that's not an efficient way to do the job, practically speaking.
