The basic assumption is that the 300 homes that were surveyed have the same characteristics (regarding W-Fi) that the entire population of 25,000 homes have. This may not be true, and a statistics model allows us to calculate the confidence level of that assumption being true.
But, for the purpose of an initial estimate,
"210 out of 300 have Wi-Fi access; how many out of 25,000 have Wi-Fi access?"
210 / 300 = x / 25,000
210/300 = x/25000
17500 = x
