How do we use the "Equivalent fractions"to convert a fraction to a percentage?

Help please, been struggling with this question for a long time.

Back in the pre-calculator era, students memorized all of the decimal values of common proper fractions having denominators 2, 3, 4, 5, 6, 8, 9, 10, 11, 12, 20 and 25.  As a teacher, I memorized the ones having 7 as denominator; these have an interesting pattern of "rotating repetition groups of length 6" (my cornball terminology).
 
E.g.1/7 = 0.142857 and repeat those 6 digits over interminably
     2/7 = 0.285714 and repeat "   "   "   " 
     3/7 = 0.428571 and repeat  " " " "  ...
