These are the capital letters of the English alphabet and the position in that alphabet (from 1 to 26, like ordinal numbers).
Here are two one-to-one functions [based on how you read the table]:
f(capital letter) = (number position of a letter in English alphabet)
f(number position of a letter in English alphabet) = capital letter
Note: this is the starting position of a rotatable decoder ring.
