f(x) = 4x - 3; This is saying you have a function f that is in terms of a variable x. So whatever is in the parenthesis of "f(x)" you replace x with that value.
So for your problem you are asked what is f(x) when x = -1. To solve you put in -1 wherever an "x" is.
f(-1) = 4(-1)-3 = -4-3 = -7
Until you are comfortable with the math I recommend always putting parenthesis around where you plug in values.
Another example. What is f(x) when x = 5
f(5) = 4(5)-3 = 20-3 = 17
