are these two lines parallel perpendicular or neither -6x+7y=20, 6x-7y+9

please god help me

-6x+7y=20,
6x-7y+9 = 0   Assumed to be two different equations (lines).
 
Equivalent to:
-6x+7y=20...Line A
-6x+7y - 9 = 0...Line B, which is your original 2nd equation (above) multiplied by -1.
 
It's now obvious that this is two lines (same slope) but different y-intercepts, so it's PARALLEL LINES.
 
Even if your original 2nd equation should have been  6x-7y  = 9 (or any other constant), it still is two // lines.
 
In general, to find slope, SOLVE FOR Y (getting y = mx + b).

I just want to add that for two lines to be perpendicular, the product of their slopes equals -1.  As Kenneth pointed out, the slopes must be equal for the lines to be parallel.  Hence, the key to answering questions like this is to find and compare slopes.
