Re-word: "What is 15% of $51?"
15% may be written as 15% or (15/100) or 0.15 as needed by the problem. In word (story) problems, the word "of" usually means multiply.
So, what is (15/100)*51 ?
(15/100)*51 = 7.65
Reggie left a tip of $7.65
(You must have made a typo; I do that pretty often.)
Also, note for checking: 10% of 51 is a little more than $5 and 5% is half of that, so a little more than $5+2.50 is "in the ballpark."
