Hi Meg,
The rate of formation of C can be calculated from the change in [C] divided by the change in time interval. Between 0 and 20 seconds, the rate is calculated as:
Rate = (0.0240 M - 0.000 M)/20 sec = 0.00120 M/sec (to three sig figs)
Note that the rate is positive because C is being produced, not consumed.
