how many cones can fit into a cylinder with congruent bases?

a cylinder and a cone with congruent bases and heights.. how many times the volume of a cone can  match the volume of a cylinder

Inspect the formulas for volume; they're identical except the cone has a "1/3" factor.  This clue will help you answer the question.  (Three cones really don't fit into said cylinder, but their volumes do have this 1:3 relationship.)
