Yes it is possible.  Have you ever had an imagination or a dream?  A mere thought can be a concept.  In fact, most concepts are thought of first before writing it in stone.  This is foundation of creativity.  Think of a story that you read.  The author of that story had thought of some idea or plot that the people or characters have played a part in using mental images.

 

As for the words, they are physical records of the thought process.  A physical form that one can see using the eyes.  Whereas imagination is something one sees using his/her mind.
