2(16) -7(-11) = 32 + 77 = 109 ≠ 21

Testing the values in 2nd equation:
 
  2 ( 16) - 7 ( -11) = 32 + 77 = 109
 
    In 2nd line You have   -11y = 33  , Y = -11 , should be -3
