Hi Jean,
Assuming you don't saturate the solution, you will remain with a liquid bicarbonate solution. Unfortunately, you will never get a gel out of this solution. Either it will remain in solution or it will precipitate out as solid. Also, adding oils, will only lead to either of two outcomes: 1) you precipitate out baking soda or 2) you don't get to dissolve any of the oils in water.
