Each piece of bubble gum that Tom bought cost him 4 cents. Since he purchased 3 pieces, his total was 12 cents. Using a quarter to pay his total of 12 cents left him a balance of 13 cents.
 
3 * $.04 = $0.12
 
$0.25 - $0.12 = $0.13
