Since phenol has a relatively high solubility in water, lower temperature could be used to decrease the solubility in water. But some would probably still be dissolved in the water.
An easy way to separate them is to use a solvent that will dissolve the phenol but is not miscible with water and then you can extract the phenol from the water. This is usually done with a separatory funnel. I believe diethyl ether would work for this purpose - phenol is very soluble in ether and the ether will form a layer with water as these solvents are not miscible.
After extracting the water solution of phenol with the ether, you can evaporate most of the ether to recover the phenol, if that is what you are after.
