Is there any possibility that we build automatic shutter that comes from bottom to top and motor or axial roller is under the ground instead of top.

i want to build or construct an underground shutter that is beneath the ground surface and rollers are deep inside the basement upto 5feet .

There is no reason it wouldn't be possible but practicality may be an issue. Because you are now working against gravity, extra power will be required in order to close the shutter and either power must be continuously applied to keep it closed, or some sort of latching mechanism at the top or bottom must hold it in place.
