I have no idea how to solve this problem.

The population of the united states was about 280 million in 2000 and about 310 million in 2010. What was the annual rate of change in population from 2000 to 2010?

What proposes that population growth is exponential rather than linear?

I think the answer to that question is determined by what subject this question is coming from. Is it coming from an Algebra 1 based question (linear solution), or is it coming from an Algebra 2 based question (exponential solution)?

I think your method give the amount of population that changed every year, it is not the annual rate of change in population.

From my experience with high school mathematics curricula, I assumed the expression "rate of change" referred to Δy/Δx in anticipation of graphing.
