I agree - that's a poorly worded question.  The mass of what? 
The whole system = same
The water = decreases
The hydrogen and oxygen = increases
 
Most of the time these questions are trying to drive home the law of conservation of mass, so they are probably looking for the whole system/reaction, which would mean the answer is that the mass remains constant.

I am inclined to interpret it that way too, in the context of a balanced chemical reaction equation.  If I had to pick one answer, I would pick (a).  But all the answers are true in some context.  For reasons like this I dislike multiple choice questions, and prefer to answer a short essay question explaining the dynamics of the process!
