T = total number of votes

 

4320 No votes means that

 

(5/8) T = 4320

 

Then

 

T = (8/5) (4320) = 6912

 

Then

 

Yes votes = (3/5)(No votes) = (3/5) (4320) = 2592

 

Test the answer:

 

Total = Yes + No = 2592 + 4320 = 6912 (good)

 

Yes/No = 2592/4320 = 0.6 = 3/5 (good)
