Let x be the bigger, y the smaller.
x - y = 16
y = 3x - 9
Solve this system of equations:
Add the two equations and get
x = 3x + 7
x = -7/2 = -3.5
y = x - 16 = -3.5 - 16 = -19.5

y = 3x - 9 (Equation 2)
substitute Equation 2 into Equation 1:

-2x + 9 = 16
-2x = 7
x = -3.5
y = 3x - 9 = -10.5 -9 = -19.5
