Anytime you see the word regular in reference to a polygon, it means that all the sides are the same and all the angles are the same. So when the problem says regular quadrilateral, it just means square. The formula for the volume of a pyramid is:
V = Bh/3
where B = area of the base; and h = the height of the pyramid.
Since the base is a square with edge length 7,
B = 7*7 = 49
and we're given h = 12
V = 49*12/3 = 196 cm3
