A "unit square" is 1 unit on each edge.

 

The perimeter is the distance around the sides of the rectangle; that is, W+L+W+L.

 

To form a rectangle, the unit squares must be in equal-size rows.  So,

     1            8               8              [for 1x8, perimeter is 1+8+1+8=18]
