How do you find S in T test.

When the standard deviation of hypothesis test is not stated, I know I use the formula  t= x-u/s/(the square root of n.)
 
But... how do I find S if the standard deviation is unknown?

In the problem , neither S or the Standard deviation are stated.

If you add the full question as a comment I could better tell if there's a way to get s, otherwise I don't see how to get it.

A politician claims that fewer than 70% of the voters in his district agree with his stand on the gun control issue. Test his claim at the .04 level of significance. (A random sample of 500 voters were taken from his district. 330 of them agreed with his stand)
