I think you have this question slightly inverted. It almost certainly is "Scarcity is the cause of the economic problem".
The entire discipline of economics is based on the idea that there are essentially unlimited wants in the economy (by individuals and groups) and there are only limited resources to achieve those goals. Even if there were no other constraints, everyone only has 24 hours in a day, and there is only one planet to live on!
