Your statement, " a normal concentration of sugar in the blood is 95mg" implies to blood glucose level in 100 ml of blood. This level varies from 80 to 100 mg based on age, gender, weight and other physiological factors. If it is 95 mg in the subject concerned then it would 95 mg/100 ml of blood.
One liter is 1000 ml and from there you can calculate the blood glucose level in a liter of blood.
