We can calculate the four sides of our rectangle: 

Perimeter= length+length+width+width 

Perimeter= 2x+2x+(2x+3)+(2x+3) Combine like terms

Perimeter=4x+4x+6 Combine like terms

Perimeter=8x+6

If you plug in the values given it will look like this.

 

2(2x+3) + 2(2x)

 

Without any more information the best you can do is multiply out the (2)s and combine like terms.
