Why is boat pronounced boyt, vote as voyt, etc.?

I constantly hear television announcers who have a British accent pronounce vote as voyt, boat as boyt and ocean as oyshun. They almost always say oy instead of the long o (oh). Why is that?
Most often heard on CNN or some tennis matches.

I can't answer your question, but using "oy" sound instead of long "o" is more typical of an Australian accent than a British accent.
