If a geometric sequence has a common ratio of 4 and if each term of the sequence is multiplied by 3, what is the common ratio of the resulting sequence?

It's still a common ratio of 4.  The common ratio is the quotient of one term to its predecessor; the extra factor of 3 throughout will cancel when computing the changed sequence's common ratio "r".
