Let's look at the equation:
12S + 8H = 2197
Where S represents the number of shrimp plates and H represents the number of hamburger plates.
S and H have to be integers, then. Because we're assuming that you don't sell partial plates of food.
One thing that we notice very quickly is that we can't add multiples of 12 and 8 and get an odd number. What we have is 12S which is even, 8S which is also even and when we add them together, we also get an even number.
Something is off...it looks like Beth might have dipped into the till or shorted some people. And then "lost" some receipts to cover it up.

Hamburgers are $8 per plate, hence 3 plates of hamburger costs $24
Therefore for $48, both the plates are sold in equal amount.
Dividing $2197 by $48 we get 45 in result and $37 in reminder.
Therefore 45 plates of shrimp could have been sold with 45 plates of hamburger.
But 3 plates of shrimp or 4 plates of hamburger can be sold for remaining $37.
And there is no information to obtain the comparable relationship between sale of shrimp and hamburger.
Besides, the per plate price for both the items is so that no can make $2197 by selling only one of them or a them in a ratio, unless some tips are gathered or discounts are made.
This question can only fully be answered if the gap of information is plugged.
