When you see a number in front of a percent, don't forget what it means:
23% means 23/100
5% means 5/100
p% means p/100 (whatever the heck p is)
If you want to find p% of p that is the same thing as finding p/100 of p.
The "of" means to multiply there. Just like if I told you to take 1/5 of 10, you'd tell me that it's 2. That is because 1/5 of 10 = (1/5)x10 = 10/5 = 2.
p% of p is the same thing as p/100 of p is the same thing as (p/100)xp is the same thing as (pxp)/100.
In the question they tell you that this is 36. That is,
(pxp)/100 = 36
which means that pxp = 3600.
To figure out what p is, ask yourself what you multiply by itself to get 3600.
So p = 60.
You could check yourself by going 60% of 60 is (60/100)(60) which is 36 - to be sure.
