'Quotient' means you will divide the numbers.
Also, to be 'no greater' means to be 'less than or equal to'.
Letting x = 'a number', the statement would translate as follows:
x/(-15) <= 450.
Multiply both sides by (-15), noting that when multiplying by a negative number you must flip the inequality symbol, to get:
x >= -6750
The possible values for x are any numbers greater than or equal to -6750.
