The X intercept is where the value of y = 0 . This makes sense if you imagine the plot of the line. Likewise, the Y intercept is where x = 0. Let's look at your specific problems now.
Problem 1)
6x - 1y = 3
Set y = 0 to find the X intercept
6x -1(0) = 3
6x = 3
x = 3/6 = 0.5
Set X = 0 for the Y intercept
6(0) -1(y) = 3
-y = 3
y = -3
Problem 2)
y = 7x + 3
Again, follow the same procedure, set Y = 0 for the X intercept
0 = 7x +3
-3 = 7x
(-3/7) = x
For the Y intercept, set x = 0
y = 7(0) + 3
y = 3
