A collision causes an impulse (force x time), also known as a change in momentum. The person driving the car in front (being hit), will experience this impulse. The person's body is more or less stabilized by the seat-belt, but the head and neck will move forward due to the impulse, and then be jerked back by the impulse of the seat-belt. So the head and neck get a double impact!!!!
