Hi Chris,
First you have to find out how much time it would take for the car travelling at 40 mph to reach from 2/10 mile to 5/10 mile, i.e. 3/10 mile.
If the car is travelling at 40 miles per hour, this should be 3/400 hours.
Now, the standing car has to cover a distance of 5/10 mile in this 3/400 hours.
Assume the new car, needs to go at "v" miles per hour.
So, in 3/400 hours, it will travel = 3v/400 miles.
We now have, 3v/400 = 5/10,
or, v = 200/3 = 66.67 miles per hour.
