Let's begin by writing the number 74 million out normally:
74 million = 74,000,000
We can express this same number in scientific notation as a single digit whole number and its decimal portion times a power of 10:
74,000,000 = 7.4 x 107 (scientific notation)
Since we moved the decimal point 7 places to the left, this means the exponent (power) of 10 will be equivalent to the number of places we moved the decimal point (7).

There are six zeros, so that equates to 106. The first number must be one or greater and less than 10; so we change 74 to 7.4*10.
74 million = 7.4*10*106 = 7.4*107
