I would say "based on the downfall of the main character" and "centered on a major flaw in the main character's personality" are the best answers here as these two features characterize the classic "Greek tragedy." "Mistaken identities that cause a lot of confusion" isn't necessarily tragic and indeed is a theme that often occurs in comedy, and marriage and its associations in most circumstances are not related to any kind of "tragedy." And the story of historical figures and events can certainly be tragic, but again even if what is related is mostly unpleasant and doesn't result in a "happy ending," such dramatizations would not normally be termed "tragic" unless they highlighted the subject's character flaws that lead to his/her eventual ruin.
