The dilution equation is helpful here. It is:
M1V1 = M2V2
where the Mi are the molar strengths of the two solutions and Vi are the volumes.
For the problem at hand V2 = 2, M2 = 1.5 and M1 = 12. Plugging in one gets V1 = 0.25 L
This means that one must add 0.25L of the 12M stock to 1.75 L of distilled water to make up the desired 2 L.
To do this safely, decant 0.25 L of the stock solution to a suitably sized beaker. Pour this carefully into a vessel containing 1.75 L distilled water.
