simplifying radicals

Nina says that 16+4 (2) cannot be simplified. George says that is can be simplified to 20 (2). who is correct? Explain how you know.    
 
 
 
  NOTE!!!!: the parenthesis represent a radical. I used parenthesis because i didn't know how to put a radical from my computer

16 + 4√2 can't be simplified to 20√2.  Adding 16 to 4 violates PEMDAS.
