An architect designs a rectangular flower garden such that the width is exactly two-thirds of the length. If 230 feet of antique picket fence are to be used to enclose the garden, find the dimensions of the garden.

You got the right numbers but transposed them.
The width is 2/3 of the length.
 
Your original equation should be 2L + 2(2/3)L = 230
 
The length L = 69 ft
The width W = 46 ft
