how do I convert 11.76% to a fraction and simplify the result

I just don't understand how my math book came up with the answer of 147/1250. I have tried every way I could and still came up with a decimal and not a fraction at all.

If you're still wondering how to come up with 

  1176
 10000

11.76% = 0.1176

Divide it by 1.  You don't need to write this step down.  It just shows you how it works. 

0.1176 = 0.1176
                   1

Multiply both the numerator and denominator by 10 until both numbers are integers.  This is the same as shifting the decimal point to right 4 times.

0.1176 = 0.1176 =  1176
                  1        10000

Now it's a normal fraction.
Simplify the fraction and you're done.

Hey Clara -- here's a "play-by-play" ... get rid of % ==> 11.76/100 ... get rid of decimal ==> 1176/10000 ... just keep "cutting in half" both num/denom ==> [500 +88]/5000 ... [250 +44]/2500 ... [125 +22]/1250 ==> 147/1250 ... we're done because %'s and decimals are based on 10 -- cutting by 2 or 5 finishes :)
