Can you tell me whether a polynomial in x is the same as a polynomial in the variable x?

Yes.
x is a variable.
A polynomial in x could be 2x^2 + 3x + 4.
A polynomial in the variable x... also 2x^2 + 3x + 4.
 
Just like 2 + 4 = 6 and
2 and four are six.
