Is a polynomial in x the same as a polynomial in the variable x?

Yes. x is called the independent variable, and often you'll see y = something with x in it. y is called the dependent variable, because its value depends on whatever x is.

Yes. When you say a polynomial in x, it is understood that you mean a polynomial in the variable x.
