Assuming you meant twice as many BLACK as BROWN, we can note that:
Black = 2*Brown, and that Black+Brown=66
Substituting the first equation into the second yields:
Black+Brown= 2*Brown+Brown=66
So 3*Brown=66 and Brown=22.
Plugging back into either equation will yield Black=44.
